Maximum technique question

I just unlocked Jacob’s ladder and it says I need have 3 black flash tokens to use it. However, even when I fill up all four of my cyan bars I can’t seem to use it. Am I missing what black flash tokens are?

I think the cyan bars are just your black flash uses. When you punch with the black flash and hit something you are awarded a token, which will appear under the bars.

You need to land a black flash 3 times to use it. That's how. Doesn't have to be consecutively, just 3 times.
